The Story
It was introduced on January 4, 2006 and referred to the House Finance committee. The committee held a public hearing on January 25, 2006. The committee voted unanimously, 21–0, to recommend that the House pass it with changes (amendment 0639h), and the report was placed on the regular calendar. The committee's amendment (0639h) was adopted on a voice vote on March 22, 2006, changing the text of the bill. On March 22, 2006 the House voted to pass it with changes. It crossed to the Senate on March 22, 2006 and was referred to the Senate Finance committee. The committee held a public hearing on April 12, 2006. The committee recommended that the Senate pass it with changes (amendment 2077). The committee's amendment (2077) was adopted on a roll call 22–1 on May 3, 2006, changing the text of the bill. A floor amendment (2097), offered by Sen. Burling, was rejected on a roll call 8–15 on May 3, 2006. On May 3, 2006 the Senate voted to pass it with changes on a roll call 23–0 and ordered it to a third reading. On May 3, 2006 the Senate voted to pass it. On May 11, 2006 the House voted to reject the other chamber's changes on a voice vote. On May 11, 2006 the Senate adopted “Sen. Morse Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on May 17, 2006 to try to settle the differences between the two chambers' versions of the bill. On May 24, 2006 the Senate voted to pass it on a voice vote. On May 24, 2006 the House adopted “Conf Comm Rprt” on a voice vote. The bill was enrolled on May 24, 2006 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2395) was adopted to correct technical errors found after passage. The governor signed it on June 22, 2006, making it Chapter 323 of the session laws. It took effect on January 1, 2006.
