The Story

It was introduced on January 4, 2006 and referred to the House Public Works and Highways committee. The committee held public hearings on January 24, 2006 and February 7, 2006. The committee voted 8–6 to recommend that the House pass it with changes (amendment 0521h), and the report was placed on the regular calendar. The committee's amendment (0521h) was adopted on a voice vote on March 9, 2006, changing the text of the bill. On March 9, 2006 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 16, 2006 and was referred to the Senate Capital Budget committee. The committee held a public hearing on April 11, 2006. The committee recommended that the Senate pass it. A floor amendment (1953), offered by Sen. Clegg, was adopted on a voice vote on April 20, 2006, changing the text of the bill. On April 20, 2006 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 20, 2006 the Senate voted to pass it. On May 11, 2006 the House voted to reject the other chamber's changes on a voice vote. On May 11, 2006 the Senate adopted “Sen. Clegg Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on May 16, 2006 to try to settle the differences between the two chambers' versions of the bill. On May 24, 2006 the Senate voted to pass it on a voice vote. On May 24, 2006 the House adopted “Conf Comm Rprt” on a voice vote. The bill was enrolled on June 5, 2006 — the final check of the text before it goes to the governor. The governor signed it on June 9, 2006, making it Chapter 263 of the session laws. It took effect on June 9, 2006.
