The Story
It was introduced on January 4, 2006 and referred to the House Finance committee. The House withdrew that referral and sent the bill to the Criminal Justice and Public Safety committee instead. The committee held a public hearing on February 16, 2006. The committee voted unanimously, 12–0, to recommend that the House pass it, and the report was placed on the consent calendar. On March 7, 2006 the House voted to pass it on a voice vote. It crossed to the Senate on March 9, 2006 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on March 30, 2006. The committee recommended that the Senate pass it with changes (amendment 1568). The committee's amendment (1568) was adopted on a voice vote on April 6, 2006, changing the text of the bill. On April 6, 2006 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 6, 2006 the Senate voted to pass it. On April 19, 2006 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 3, 2006 — the final check of the text before it goes to the governor. The governor signed it on May 9, 2006, making it Chapter 102 of the session laws. It took effect on July 8, 2006.
