The Story
It was introduced on January 4, 2006 and referred to the House Resources, Recreation and Development committee. The House withdrew that referral and sent the bill to the Public Works and Highways committee instead. The committee held a public hearing on January 26, 2006. The committee held a work session on February 17, 2006. The committee voted unanimously, 12–0, to recommend that the House pass it with changes (amendment 1173h), and the report was placed on the regular calendar. On March 7, 2006 the House adopted “March 8” on a voice vote. The committee's amendment (1173h) was adopted on a voice vote on March 8, 2006, changing the text of the bill. On March 8, 2006 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 16, 2006 and was referred to the Senate Capital Budget committee. The committee held a public hearing on April 18, 2006. The committee recommended that the Senate pass it with changes (amendment 1870). The committee's amendment (1870) was adopted on a voice vote on May 3, 2006, changing the text of the bill. On May 3, 2006 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 3, 2006 the Senate voted to pass it. On May 11, 2006 the House voted to reject the other chamber's changes on a voice vote. On May 11, 2006 the Senate adopted “Sen. Clegg Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on May 16, 2006 and May 18, 2006 to try to settle the differences between the two chambers' versions of the bill. On May 24, 2006 the Senate voted to pass it. On May 24, 2006 the House adopted “Conf Comm Rprt” on a division vote 175–111. The bill was enrolled on May 24, 2006 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2396) was adopted to correct technical errors found after passage. The governor signed it on June 19, 2006, making it Chapter 307 of the session laws. It took effect on July 1, 2006.
