It was introduced on January 4, 2006 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on January 24, 2006. The committee voted unanimously, 14–0, to recommend that the House pass it with changes (amendment 0670h), and the report was placed on the consent calendar. On February 22, 2006 the House voted to pass it with changes on a voice vote. The committee voted unanimously, 19–0, to recommend that the House pass it with changes (amendment 1336h), and the report was placed on the consent calendar. On March 21, 2006 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 22, 2006 and was referred to the Senate Finance committee. The committee held a public hearing on April 19, 2006. The committee recommended that the Senate pass it with changes. The committee's amendment (2157) was adopted on a roll call 15–8 on May 4, 2006, changing the text of the bill. A floor amendment (2208), offered by Sen. Larsen, was adopted on a voice vote on May 4, 2006, changing the text of the bill. On May 4, 2006 the Senate voted to pass it with changes on a roll call 15–8 and ordered it to a third reading. On May 4, 2006 the Senate voted to pass it. On May 11, 2006 the House voted to reject the other chamber's changes on a voice vote. On May 11, 2006 the Senate adopted “Sen. Morse Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on May 16, 2006, May 17, 2006 and May 18, 2006 to try to settle the differences between the two chambers' versions of the bill. On May 24, 2006 the Senate voted to pass it. On May 24, 2006 the House adopted “Conf Comm Rprt” on a roll call 182–121. The bill was enrolled on May 24, 2006 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2406) was adopted to correct technical errors found after passage. It became law without the governor's signature on June 24, 2006, as Chapter 325. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
