The committee held a work session on February 8, 2006. The committee voted 8–3 to recommend that the House pass it with changes (amendment 0330h), and the report was placed on the regular calendar. The committee's amendment (0330h) was adopted on a voice vote on March 7, 2006, changing the text of the bill. On March 7, 2006 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 16, 2006 and was referred to the Senate Environment and Wildlife committee. The committee held a public hearing on April 11, 2006. The committee recommended that the Senate pass it with changes (amendment 1771). The committee's amendment (1771) was adopted on a voice vote on April 20, 2006, changing the text of the bill. On April 20, 2006 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 20, 2006 the Senate voted to pass it. On May 11, 2006 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 24, 2006 — the final check of the text before it goes to the governor. The governor signed it on May 31, 2006, making it Chapter 199 of the session laws. It took effect on May 31, 2006.
