The Story

It was introduced on January 4, 2006 and referred to the House Science, Technology and Energy committee. The committee held a public hearing on January 5, 2006. The committee voted unanimously, 15–0, to recommend that the House pass it, and the report was placed on the consent calendar. On February 22, 2006 the House voted to pass it on a voice vote. It crossed to the Senate on February 23, 2006 and was referred to the Senate Energy and Economic Development committee. The committee held a public hearing on March 7, 2006. The committee recommended that the Senate pass it. On April 6, 2006 the Senate voted to lay it on the table on a voice vote. On May 4, 2006 the Senate adopted “Remove From Table” on a voice vote. A floor amendment (2114), offered by Sen Odell, was adopted on a voice vote on May 4, 2006, changing the text of the bill. On May 4, 2006 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 4, 2006 the Senate voted to pass it. On May 11, 2006 the House voted to reject the other chamber's changes on a voice vote. On May 11, 2006 the Senate adopted “Sen. Odell Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on May 16, 2006, May 17, 2006 and May 19, 2006 to try to settle the differences between the two chambers' versions of the bill. On May 24, 2006 the Senate voted to pass it on a voice vote. On May 24, 2006 the House adopted “Conf Comm Rprt” on a voice vote. An enrolled bill amendment (2383) was adopted on May 24, 2006. These correct technical errors found after passage. The bill was enrolled on June 5, 2006 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2383) was adopted to correct technical errors found after passage. The governor signed it on June 9, 2006, making it Chapter 257 of the session laws. It took effect on June 9, 2006.
