The Story
It was introduced on February 15, 2005 and referred to the House Education committee. On February 15, 2005 the House adopted “Susp Rules for Report Deadlines” on a voice vote. The committee held a public hearing on February 23, 2005. The committee held work sessions on March 2, 2005, March 4, 2005, March 15, 2005, March 16, 2005, March 17, 2005 and March 18, 2005. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee voted unanimously, 20–0, to recommend that the House pass it with changes, and the report was placed on the regular calendar. On January 4, 2006 the House voted to pass it with changes on a voice vote. It crossed to the Senate on January 4, 2006 and was referred to the Senate Finance committee. The committee held a public hearing on February 1, 2006. The committee recommended that the Senate pass it. A floor amendment (0857), offered by Sen. Hassan, was rejected on February 9, 2006. On February 9, 2006 the Senate voted to pass it on a roll call 21–2 and ordered it to a third reading. On February 9, 2006 the Senate voted to pass it. The bill was enrolled on February 9, 2006 — the final check of the text before it goes to the governor. The governor signed it on February 10, 2006, making it Chapter 6 of the session laws. It took effect on February 10, 2006.
