The Story
It was introduced on January 27, 2005 and referred to the Senate Transportation and Interstate Cooperation committee. The committee held a public hearing on February 16, 2005. The committee recommended that the Senate pass it with changes (amendment 0563). The committee's amendment (0563) was adopted on a voice vote on March 17, 2005, changing the text of the bill. On March 17, 2005 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On March 17, 2005 the Senate voted to pass it. It crossed to the House on March 23, 2005 and was referred to the House Education committee. The House withdrew that referral and sent the bill to the Transportation committee instead. The committee held a public hearing on April 27, 2005. The committee voted unanimously, 13–0, to recommend that the House pass it, and the report was placed on the consent calendar. On May 11, 2005 the House voted to pass it. The bill was enrolled on June 1, 2005 — the final check of the text before it goes to the governor. The governor signed it on June 7, 2005, making it Chapter 92 of the session laws. It took effect on August 6, 2005.
