The Story

It was introduced on January 5, 2005 and referred to the Senate Judiciary committee. The committee held a public hearing on January 18, 2005. It crossed to the House on March 23, 2005 and was referred to the House Judiciary committee. The House withdrew that referral and sent the bill to the Executive Departments and Administration committee instead. The committee held a public hearing on April 28, 2005. The committee voted unanimously, 19–0, to recommend that the House pass it with changes, and the report was placed on the consent calendar. On May 25, 2005 the House voted to pass it with changes. On June 9, 2005 the Senate adopted “Senator Foster Non Concur with House Am{1291} Requests C of C” on a voice vote. On June 15, 2005 the House adopted “House Acceded to req for Conf Comm” on a voice vote. A committee of conference met on June 21, 2005 to try to settle the differences between the two chambers' versions of the bill. On June 29, 2005 the House adopted “Conf Comm Report” on a voice vote. On June 29, 2005 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 29, 2005 — the final check of the text before it goes to the governor. The governor signed it on July 22, 2005, making it Chapter 277 of the session laws. It took effect on July 22, 2005.
