The Story

It was introduced on January 27, 2005 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 16, 2005. The committee recommended that the Senate pass it with changes (amendment 0976). The committee's amendment (0976) was adopted on a voice vote on April 7, 2005, changing the text of the bill. On April 7, 2005 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 7, 2005 the Senate voted to pass it. It crossed to the House and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 27, 2005. The committee held work sessions on May 3, 2005, May 10, 2005, May 17, 2005, May 18, 2005, May 24, 2005 and May 25, 2005. The committee voted unanimously, 14–0, to recommend that the House pass it with changes. On June 8, 2005 the House voted to pass it with changes. On June 9, 2005 the Senate adopted “Senator Kenney Non Concur with House Am{1696} Requests Cof C” on a voice vote. On June 15, 2005 the House adopted “House Acceded to req for Conf Comm” on a voice vote. A committee of conference met on June 16, 2005 to try to settle the differences between the two chambers' versions of the bill. On June 29, 2005 the House adopted “Conf Comm Report” on a voice vote. On June 29, 2005 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 29, 2005 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2139) was adopted to correct technical errors found after passage. The governor signed it on July 25, 2005, making it Chapter 293 of the session laws. It took effect on July 1, 2005.
