The Story
It was introduced on February 23, 2005 and referred to the House Transportation committee. The committee held a public hearing on March 15, 2005. The committee voted 9–1 to recommend that the House kill it, and the report was placed on the consent calendar. The bill was taken off the consent calendar on March 30, 2005. On April 6, 2005 the House voted to pass it on a division vote 139–130. It crossed to the Senate on April 7, 2005 and was referred to the Senate Transportation and Interstate Cooperation committee. The committee held a public hearing on May 18, 2005. The committee recommended that the Senate pass it with changes (amendment 1481). The committee's amendment (1481) was adopted on a voice vote on May 26, 2005, changing the text of the bill. On May 26, 2005 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 26, 2005 the Senate voted to pass it. On June 8, 2005 the House voted to reject the other chamber's changes on a voice vote. On June 9, 2005 the Senate adopted “Senator Letourneau Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on June 15, 2005 and June 21, 2005 to try to settle the differences between the two chambers' versions of the bill. On June 29, 2005 the Senate adopted “Committee of Conference Report” on a voice vote. On June 29, 2005 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on June 29, 2005 — the final check of the text before it goes to the governor. It became law without the governor's signature on July 27, 2005, as Chapter 295. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
