The Story
It was introduced on January 26, 2005 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on February 17, 2005. The committee voted unanimously, 17–0, to recommend that the House pass it with changes, and the report was placed on the consent calendar. On March 9, 2005 the House voted to pass it with changes. It crossed to the Senate on March 31, 2005 and was referred to the Senate Health and Human Services committee. The committee held a public hearing on April 12, 2005. The committee recommended that the Senate pass it with changes (amendment 1506). The committee's amendment (1506) was adopted on a voice vote on May 26, 2005, changing the text of the bill. On May 26, 2005 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. A floor amendment (1601), offered by Sen Flanders, was adopted on a voice vote on June 9, 2005, changing the text of the bill. On June 9, 2005 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 9, 2005 the Senate voted to pass it. On June 15, 2005 the House voted to reject the other chamber's changes on a voice vote. On June 16, 2005 the Senate adopted “Sen. Martel Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on June 20, 2005 to try to settle the differences between the two chambers' versions of the bill. On June 29, 2005 the Senate adopted “Committee of Conference Report” on a voice vote. On June 29, 2005 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on June 29, 2005 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2130) was adopted to correct technical errors found after passage. The governor signed it on July 22, 2005, making it Chapter 274 of the session laws. It took effect on July 22, 2005.
