On March 9, 2005 the House voted to pass it with changes, then referred it on to the House Finance committee. The committee held a work session on March 29, 2005. On March 30, 2005 the House adopted “Susp Rules for Report & Action Deadlines” on a voice vote. A floor amendment (1887), offered by Sen. Hassan, was adopted on a voice vote on June 9, 2005, changing the text of the bill. A floor amendment (1893), offered by Sen. On June 15, 2005 the House voted to reject the other chamber's changes on a voice vote. On June 16, 2005 the Senate adopted “Senator Morse Accede to House Request for C of C” on a voice vote. A committee of conference met on June 21, 2005 to try to settle the differences between the two chambers' versions of the bill.
