The Story
It was introduced on January 26, 2005 and referred to the House Education committee. The committee held a public hearing on February 8, 2005. On February 15, 2005 the House adopted “Susp Rules for Report Deadlines” on a voice vote. The committee held work sessions on March 15, 2005, March 16, 2005, March 17, 2005 and March 18, 2005. The committee voted 16–4 to recommend that the House pass it with changes. The committee's amendment (0877) was adopted on a voice vote on March 30, 2005, changing the text of the bill. A floor amendment (0941), offered by Rep Graham, was rejected on a roll call 109–253 on March 30, 2005. On March 30, 2005 the House voted to pass it with changes on a roll call 241–121, then referred it on to the House Finance committee. On March 30, 2005 the House adopted “Susp Rules for Report & Action Deadlines” on a voice vote. The committee held public hearings on April 4, 2005 and April 5, 2005. The committee held work sessions on April 5, 2005, April 8, 2005, April 11, 2005 and April 13, 2005. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 12–9. On April 20, 2005 the House voted to pass it with changes on a roll call 181–178. It crossed to the Senate on April 28, 2005 and was referred to the Senate Finance committee. The committee held a public hearing on May 12, 2005. The committee held a work session on May 31, 2005. The committee recommended that the Senate pass it with changes (amendment 1796). A floor amendment (1875), offered by Sen. Odell, was adopted on a roll call 13–11 on June 9, 2005, changing the text of the bill. A floor amendment (1891), offered by Sen. Gatsas, was adopted on a roll call 13–11 on June 9, 2005, changing the text of the bill. On June 9, 2005 the Senate voted to pass it with changes and ordered it to a third reading. On June 9, 2005 the Senate voted to pass it. On June 15, 2005 the House voted to agree to the other chamber's changes on a roll call 269–96. The bill was enrolled on June 29, 2005 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2117) was adopted to correct technical errors found after passage. It became law without the governor's signature on July 16, 2005, as Chapter 257. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
