The Story

It was introduced on January 26, 2005 and referred to the House Judiciary committee. The committee held a public hearing on March 17, 2005. The committee voted 18–3 to recommend that the House pass it, and the report was placed on the consent calendar. On March 30, 2005 the House voted to pass it. It crossed to the Senate on April 21, 2005 and was referred to the Senate Banks and Insurance committee. The committee held a public hearing on May 24, 2005. The committee recommended that the Senate pass it with changes (amendment 1577). On June 2, 2005 the Senate adopted “Special Order to 06/09/05”. The committee's amendment (1577) was adopted on a voice vote on June 9, 2005, changing the text of the bill. A floor amendment (1883), offered by Sen. Barnes, was adopted on a voice vote on June 9, 2005, changing the text of the bill. On June 9, 2005 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 9, 2005 the Senate voted to pass it. On June 15, 2005 the House voted to reject the other chamber's changes on a voice vote. On June 16, 2005 the Senate adopted “Sen. Flanders Accede to House Request for C of C” on a voice vote. A committee of conference met on June 20, 2005 and June 22, 2005 to try to settle the differences between the two chambers' versions of the bill. On June 29, 2005 the Senate adopted “Committee of Conference Report” on a voice vote. On June 29, 2005 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on June 29, 2005 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2141) was adopted to correct technical errors found after passage. The governor signed it on July 22, 2005, making it Chapter 270 of the session laws. It took effect on September 20, 2005.
