The Story
It was introduced on January 26, 2005 and referred to the House Children and Family Law committee. The committee held a public hearing on February 17, 2005. The committee voted 14–3 to recommend that the House pass it with changes. On March 9, 2005 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 31, 2005 and was referred to the Senate Health and Human Services committee. The committee held a public hearing on April 26, 2005. The committee recommended that the Senate pass it with changes (amendment 1483). The committee's amendment (1483) was adopted on a voice vote on May 26, 2005, changing the text of the bill. On May 26, 2005 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 1759). On June 9, 2005 the Senate voted to pass it on a voice vote and ordered it to a third reading. On June 9, 2005 the Senate voted to pass it. On June 15, 2005 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 29, 2005 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2011) was adopted to correct technical errors found after passage. It became law without the governor's signature on July 16, 2005, as Chapter 256. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
