The Story
It was introduced on January 26, 2005 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on February 8, 2005. The committee held a work session on March 17, 2005. The committee voted unanimously, 19–0, to recommend that the House pass it, and the report was placed on the consent calendar. The committee held a work session on March 22, 2005. On March 30, 2005 the House voted to pass it. It crossed to the Senate on March 31, 2005 and was referred to the Senate Internal Affairs committee. The committee held a public hearing on May 18, 2005. The committee recommended that the Senate pass it with changes (amendment 1637). The committee's amendment (1637) was adopted on a voice vote on June 2, 2005, changing the text of the bill. On June 2, 2005 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 2, 2005 the Senate voted to pass it. On June 8, 2005 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 15, 2005 — the final check of the text before it goes to the governor. The governor vetoed it on July 5, 2005. The legislature can override a veto with a two-thirds vote in both chambers. On November 16, 2005 the House voted 203–131 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
