The Story
It was introduced on January 6, 2005 and referred to the House Labor, Industrial and Rehabilitative Services committee. The committee held a public hearing on January 19, 2005. The committee held work sessions on February 1, 2005, March 16, 2005 and March 21, 2005. The committee voted unanimously, 14–0, to recommend that the House pass it with changes, and the report was placed on the consent calendar. On March 30, 2005 the House voted to pass it with changes. It crossed to the Senate on March 31, 2005 and was referred to the Senate Banks and Insurance committee. The committee held a public hearing on April 19, 2005. The committee recommended that the Senate kill it. On June 2, 2005 the Senate adopted “Special Order to 06/09/05”. On June 9, 2005 the Senate rejected a motion to kill it on a roll call 9–15. On June 9, 2005 the Senate voted to pass it on a voice vote and ordered it to a third reading. On June 9, 2005 the Senate voted to pass it. The bill was enrolled on June 29, 2005 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2112) was adopted to correct technical errors found after passage. The governor signed it on July 14, 2005, making it Chapter 239 of the session laws. It took effect on January 1, 2006.
