The Story
It was introduced on December 1, 2004 and referred to the House Education committee. The committee held a public hearing on January 26, 2005. The majority recommended that the House kill it, and the minority recommended that the House pass it, by a vote of 12–10. On March 30, 2005 the House rejected a motion to kill it on a roll call 161–170. On March 30, 2005 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 31, 2005 and was referred to the Senate Education committee. The committee held a public hearing on April 19, 2005. The committee recommended that the Senate pass it with changes (amendment 1379). On May 19, 2005 the Senate voted to lay it on the table on a voice vote. On May 26, 2005 the Senate adopted “Remove From Table” on a voice vote. The committee's amendment (1379) was adopted on a voice vote on May 26, 2005, changing the text of the bill. On May 26, 2005 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 26, 2005 the Senate voted to pass it. On June 8, 2005 the House voted to agree to the other chamber's changes on a division vote 185–93. The bill was enrolled on June 15, 2005 — the final check of the text before it goes to the governor.
