SB 484 (2004)
establishing the Collaborative Practice for Emergency Contraception Act.
- Status: Vetoed, override failed
- Term: 2003-2004
- House committee: Executive Departments and Administration
- Senate committee: Public Institutions, Health and Human Services
- Subject: Occupational Regulation
The Story
It was introduced on January 7, 2004 and referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on March 2, 2004. The committee recommended that the Senate kill it. On March 17, 2004 the Senate rejected a motion to kill it on a voice vote. On March 17, 2004 the Senate voted to pass it on a roll call 14–9 and ordered it to a third reading, on a motion by Sen. D'Allesandro. On March 17, 2004 the Senate voted to pass it. It crossed to the House on March 18, 2004 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 6, 2004. The committee held work sessions on April 13, 2004 and April 20, 2004. The majority recommended that the House kill it, and the minority recommended that the House pass it, by a vote of 10–9. On May 5, 2004 the House rejected a motion to kill it on a roll call 159–183. On May 5, 2004 the House rejected a motion to lay it on the table on a roll call 140–204. On May 5, 2004 the House voted to pass it on a roll call 198–146. The bill was enrolled on May 6, 2004 — the final check of the text before it goes to the governor. The governor vetoed it on June 3, 2004. The legislature can override a veto with a two-thirds vote in both chambers. On June 17, 2004 the Senate voted 15–9 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
