The Story
It was introduced on January 7, 2004 and referred to the Senate Environment committee. The committee held a public hearing on January 28, 2004. The committee recommended that the Senate pass it with changes (amendment 0417). The committee's amendment (0417) was adopted on a voice vote on February 19, 2004, changing the text of the bill. On February 19, 2004 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On March 17, 2004 the Senate voted to pass it on a voice vote and ordered it to a third reading. On March 17, 2004 the Senate voted to pass it. It crossed to the House on March 18, 2004 and was referred to the House Environment and Agriculture committee. The committee held a public hearing on March 30, 2004. The committee held work sessions on April 1, 2004, April 6, 2004, April 12, 2004, April 20, 2004 and April 27, 2004. The majority of the committee recommended that the House pass it with changes by a vote of 12–4. On May 5, 2004 the House voted to pass it with changes on a voice vote. On May 6, 2004 the Senate voted to reject the other chamber's changes, on a motion by Sen. Johnson. On May 13, 2004 the House adopted “House Acceded to req for Conf Comm” on a voice vote. A committee of conference met on May 18, 2004 to try to settle the differences between the two chambers' versions of the bill. On May 25, 2004 the House adopted “Conf Comm Report” on a voice vote. On May 25, 2004 the Senate adopted “Committee of Conference Report” on a voice vote. The bill was enrolled on May 25, 2004 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1683) was adopted to correct technical errors found after passage. It became law without the governor's signature. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
