The Story

It was introduced on January 7, 2004 and referred to the Senate Judiciary committee. The committee held a public hearing on January 20, 2004. The committee recommended that the Senate pass it with changes (amendment 0526). The committee's amendment (0526) was adopted on a voice vote on March 4, 2004, changing the text of the bill. A floor amendment (0704), offered by Sen. Below, was rejected on a roll call 6–17 on March 4, 2004. On March 4, 2004 the Senate voted to pass it with changes on a roll call 22–1 and ordered it to a third reading. On March 4, 2004 the Senate voted to pass it. It crossed to the House and was referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on March 31, 2004. The committee held work sessions on April 13, 2004 and April 19, 2004. The majority of the committee recommended that the House pass it with changes by a vote of 15–2, and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 5, 2004. On May 6, 2004 the House rejected a motion to lay it on the table on a roll call 114–231. On May 6, 2004 the House voted to pass it with changes on a roll call 199–146. On May 6, 2004 the Senate voted to reject the other chamber's changes, on a motion by Sen. Peterson. On May 13, 2004 the House adopted “House Acceded to req for Conf Comm” on a voice vote. A committee of conference met on May 17, 2004 to try to settle the differences between the two chambers' versions of the bill. On May 25, 2004 the House adopted “Conf Comm Report” on a roll call 211–119. On May 25, 2004 the Senate voted to pass it. The bill was enrolled on May 25, 2004 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1703) was adopted to correct technical errors found after passage. The governor signed it on June 15, 2004, making it Chapter 256 of the session laws. It took effect on January 1, 2005.
