SB 470-FN (2004)

relative to funding for the physician effectiveness program, and establishing a dedicated fund.

  • Status: Veto overridden, became law
  • Term: 2003-2004
  • House committee: Executive Departments and Administration
  • Senate committee: Public Institutions, Health and Human Services
  • Subject: Miscellaneous
  • Chapter law: 263

The Story

It was introduced on January 7, 2004 and referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on February 3, 2004. The committee recommended that the Senate pass it. On February 12, 2004 the Senate voted to pass it on a voice vote and ordered it to a third reading. On February 12, 2004 the Senate voted to pass it. It crossed to the House and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on March 31, 2004. The majority of the committee recommended that the House pass it unanimously, 17–0, and the report was placed on the consent calendar. On April 15, 2004 the House voted to pass it, then referred it on to the House Ways and Means committee. The committee held a public hearing on April 20, 2004. The majority of the committee recommended that the House pass it with changes unanimously, 15–0, and the report was placed on the consent calendar. On April 29, 2004 the House voted to pass it with changes. On May 6, 2004 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Martel. The bill was enrolled on May 13, 2004 — the final check of the text before it goes to the governor. The governor vetoed it on June 9, 2004. The legislature can override a veto with a two-thirds vote in both chambers. On June 17, 2004 the Senate voted 22–2 to override the governor's veto on a roll call, meeting the two thirds threshold. On June 17, 2004 the House voted 318–25 to override the governor's veto on a roll call, meeting the two thirds threshold. It became law over the governor's veto, as Chapter 263. The governor had vetoed it, and the Senate and the House each overrode the veto by a two-thirds vote, which under Part II, Article 44 of the state constitution makes it law without the governor's signature.
