The Story
It was introduced on January 7, 2004 and referred to the Senate Executive Departments and Administration committee. The committee held public hearings on January 14, 2004 and January 21, 2004. The committee recommended that the Senate pass it with changes (amendment 0198). The committee's amendment (0198) was adopted on a voice vote on January 29, 2004, changing the text of the bill. On January 29, 2004 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On January 29, 2004 the Senate voted to pass it. It crossed to the House on January 29, 2004 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on March 24, 2004. The majority of the committee recommended that the House pass it with changes unanimously, 14–0, and the report was placed on the consent calendar. On April 15, 2004 the House voted to pass it with changes. On April 29, 2004 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Prescott. The bill was enrolled on May 6, 2004 — the final check of the text before it goes to the governor. The governor signed it on May 17, 2004, making it Chapter 120 of the session laws. It took effect on July 1, 2004.
