The Story
It was introduced on January 7, 2004 and referred to the Senate Energy and Economic Development committee. The committee held a public hearing on February 3, 2004. The committee recommended that the Senate pass it with changes (amendment 0339). The committee's amendment (0339) was adopted on a voice vote on February 12, 2004, changing the text of the bill. On February 12, 2004 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On February 12, 2004 the Senate voted to pass it. It crossed to the House and was referred to the House Judiciary committee. The committee held a public hearing on March 23, 2004. The majority of the committee recommended that the House pass it unanimously, 16–0, and the report was placed on the consent calendar. On April 15, 2004 the House voted to pass it, then referred it on to the House Finance committee. The committee held work sessions on April 20, 2004 and April 27, 2004. The majority of the committee recommended that the House pass it with changes unanimously, 22–0, and the report was placed on the consent calendar. On May 5, 2004 the House voted to pass it. On May 6, 2004 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Odell. The bill was enrolled on May 13, 2004 — the final check of the text before it goes to the governor. It became law without the governor's signature, as Chapter 176. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
