The Story

It was introduced on January 7, 2004 and referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on February 17, 2004. The committee recommended that the Senate pass it. On March 11, 2004 the Senate voted to pass it on a roll call 16–7 and ordered it to a third reading. On March 11, 2004 the Senate voted to pass it. It crossed to the House on March 18, 2004 and was referred to the House Judiciary committee. The committee held a public hearing on April 7, 2004. The committee met in executive session on April 20, 2004 to vote on its recommendation. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 13–8. The committee's amendment (1323) was adopted on a roll call 213–140 on April 29, 2004, changing the text of the bill. A floor amendment (1410), offered by Rep Lasky, was rejected on a roll call 143–210 on April 29, 2004. A floor amendment (1430), offered by Rep Letourneau, was rejected on a division vote 57–294 on April 29, 2004. On April 29, 2004 the House rejected a motion to lay it on the table on a roll call 139–212. On April 29, 2004 the House voted to pass it with changes on a roll call 215–137. On May 6, 2004 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Martel. The bill was enrolled on May 6, 2004 — the final check of the text before it goes to the governor. The governor signed it on May 14, 2004, making it Chapter 100 of the session laws. It took effect on May 14, 2004.
