The Story

It was introduced on January 7, 2004 and referred to the Senate Finance committee. The committee held a public hearing on February 3, 2004. The committee recommended that the Senate pass it with changes (amendment 0737). The committee's amendment (0737) was adopted on a voice vote on March 17, 2004, changing the text of the bill. On March 17, 2004 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On March 17, 2004 the Senate voted to pass it. It crossed to the House on March 18, 2004 and was referred to the House Finance committee. The committee held a public hearing on April 6, 2004. The committee held work sessions on April 14, 2004, April 20, 2004, April 21, 2004, April 27, 2004 and April 28, 2004. The majority recommended that the House pass it with changes, and the minority recommended that the House pass it with changes, by a vote of 15–8. On May 5, 2004 the House voted to pass it with changes on a voice vote. On May 6, 2004 the Senate voted to reject the other chamber's changes, on a motion by Sen. Green. On May 13, 2004 the House adopted “House Acceded to req for Conf Comm” on a voice vote. A committee of conference met on May 17, 2004 and May 18, 2004 to try to settle the differences between the two chambers' versions of the bill. On May 25, 2004 the House adopted “Conf Comm Report” on a roll call 324–3. On May 25, 2004 the Senate voted to pass it. The bill was enrolled on May 25, 2004 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1702) was adopted to correct technical errors found after passage. It became law without the governor's signature. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
