The Story

It was introduced on January 7, 2004 and referred to the Senate Finance committee. The committee held a public hearing on February 17, 2004. The committee recommended that the Senate pass it with changes (amendment 0652). On March 11, 2004 the Senate voted to lay it on the table on a voice vote. On March 17, 2004 the Senate adopted “Remove From Table” on a voice vote. The committee's amendment (0652) was adopted on a voice vote on March 17, 2004, changing the text of the bill. A floor amendment (0836), offered by Sen. Green, was adopted on a voice vote on March 17, 2004, changing the text of the bill. A floor amendment (0776), offered by Sen. Foster, was rejected on a roll call 8–15 on March 17, 2004. On March 17, 2004 the Senate rejected a motion to lay it on the table. On March 17, 2004 the Senate voted to pass it with changes on a roll call 13–11 and ordered it to a third reading. On March 17, 2004 the Senate adopted “Reconsideration” on a voice vote. On March 17, 2004 the Senate voted to pass it with changes on a roll call 14–10 and ordered it to a third reading. On March 17, 2004 the Senate voted to pass it. It crossed to the House on March 18, 2004 and was referred to the House Finance committee. The committee held a public hearing on April 6, 2004. The committee held work sessions on April 7, 2004, April 8, 2004, April 9, 2004, April 12, 2004, April 19, 2004, April 21, 2004, April 22, 2004, April 26, 2004 and April 28, 2004. The majority of the committee recommended that the House study it after the session ends unanimously, 22–0. On May 5, 2004 the House adopted “Special Order to end of May 6 calendar” on a voice vote. On May 6, 2004 the House rejected a motion to study it after the session ends on a voice vote. On May 6, 2004 the House adopted “Remainder”. A floor amendment (1516), offered by Rep Kurk, was adopted on a voice vote on May 6, 2004, changing the text of the bill. On May 6, 2004 the House voted to pass it with changes on a roll call 255–69. On May 6, 2004 the Senate adopted “Senator Green Nonconcur Request Committee of Conference” on a voice vote. On May 13, 2004 the House adopted “House Acceded to req for Conf Comm” on a voice vote. A committee of conference met on May 17, 2004, May 18, 2004 and May 19, 2004 to try to settle the differences between the two chambers' versions of the bill. On May 25, 2004 the House adopted “Conf Comm report” on a roll call 195–165. On May 25, 2004 the Senate voted to pass it. The bill was enrolled on May 25, 2004 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1682) was adopted to correct technical errors found after passage. It became law without the governor's signature. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
