The Story
It was introduced on January 30, 2003 and referred to the Senate Transportation committee. The committee held a public hearing on March 5, 2003. The committee recommended that the Senate pass it. On March 13, 2003 the Senate rejected a motion to pass it on a voice vote. On March 13, 2003 the Senate voted to send it back to committee on a voice vote. On March 27, 2003 the Senate adopted “Reconsideration” on a voice vote. On March 27, 2003 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 1086). The committee's amendment (1086) was adopted on a voice vote on April 10, 2003, changing the text of the bill. A floor amendment (1103), offered by Sen. Boyce, was rejected on a voice vote on April 10, 2003. On April 10, 2003 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 10, 2003 the Senate voted to pass it. It crossed to the House on April 10, 2003 and was referred to the House Transportation committee. The committee held a public hearing on April 22, 2003. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 11–4. On May 8, 2003 the House adopted “Recommitted to Transportation” on a voice vote. The committee retained the bill, holding it for further work rather than reporting it out this year. The majority of the committee recommended that the House kill it unanimously, 14–0, and the report was placed on the consent calendar. On January 7, 2004 the House voted to kill it.
