The Story
It was introduced on January 30, 2003 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 5, 2003. The committee recommended that the Senate pass it with changes (amendment 1014). The committee's amendment (1014) was adopted on a voice vote on April 3, 2003, changing the text of the bill. On April 3, 2003 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 3, 2003 the Senate voted to pass it. It crossed to the House and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 30, 2003. The committee held work sessions on May 6, 2003, May 13, 2003 and May 20, 2003. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on June 4, 2003, June 11, 2003, September 25, 2003, October 2, 2003 and October 7, 2003. The majority of the committee recommended that the House pass it with changes by a vote of 17–1. On January 15, 2004 the House voted to pass it with changes on a voice vote. On May 6, 2004 the Senate voted to reject the other chamber's changes, on a motion by Sen. Prescott. On May 13, 2004 the House adopted “House Acceded to req for Conf Comm” on a voice vote. A committee of conference met on May 18, 2004 to try to settle the differences between the two chambers' versions of the bill.
