The Story

It was introduced on January 30, 2003 and referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on March 18, 2003. The committee recommended that the Senate pass it with changes (amendment 1013). The committee's amendment (1013) was rejected on a voice vote on April 3, 2003. On April 3, 2003 the Senate rejected a motion to pass it on a voice vote. On April 3, 2003 the Senate voted to send it back to committee on a voice vote. The committee held work sessions on October 16, 2003 and October 30, 2003. The committee recommended that the Senate pass it with changes (amendment 2453). The committee's amendment (2453) was adopted on a voice vote on January 29, 2004, changing the text of the bill. On January 29, 2004 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On January 29, 2004 the Senate voted to pass it. It crossed to the House on January 29, 2004 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on March 16, 2004. The committee held work sessions on April 6, 2004, April 13, 2004 and April 20, 2004. The majority of the committee recommended that the House pass it with changes by a vote of 13–6, and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 5, 2004. On May 6, 2004 the House voted to pass it with changes on a voice vote. On May 6, 2004 the Senate voted to reject the other chamber's changes, on a motion by Sen. Martel. On May 13, 2004 the House adopted “House Acceded to req for Conf Comm” on a voice vote. A committee of conference met on May 17, 2004 to try to settle the differences between the two chambers' versions of the bill. On May 25, 2004 the House adopted “Conf Comm Report”. On May 25, 2004 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on May 25, 2004 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1679) was adopted to correct technical errors found after passage. The governor signed it on June 15, 2004, making it Chapter 253 of the session laws. It took effect on July 1, 2005.
