The Story

It was introduced on January 30, 2003 and referred to the Senate Education committee. The committee held a public hearing on March 12, 2003. The committee recommended that the Senate pass it with changes (amendment 0918). The committee's amendment (0918) was adopted on a voice vote on March 27, 2003, changing the text of the bill. On March 27, 2003 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On April 10, 2003 the Senate voted to pass it on a voice vote and ordered it to a third reading. On April 10, 2003 the Senate voted to pass it. It crossed to the House on April 10, 2003 and was referred to the House Education committee. The committee held a public hearing on April 23, 2003. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 11–5. On May 15, 2003 the House voted to pass it on a division vote 196–153, then referred it on to the House Finance committee. The committee held a public hearing on May 20, 2003. The committee held a work session on May 21, 2003. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held a work session on October 22, 2003. The majority of the committee recommended that the House kill it unanimously, 19–0, and the report was placed on the consent calendar. On January 7, 2004 the House voted to kill it.
