The Story
It was introduced on January 30, 2003 and referred to the Senate Judiciary committee. The committee held public hearings on February 11, 2003 and February 20, 2003. The committee recommended that the Senate kill it. On April 3, 2003 the Senate rejected a motion to kill it on a voice vote. On April 3, 2003 the Senate voted to send it back to committee on a voice vote. The committee held work sessions on November 5, 2003 and December 3, 2003. The committee recommended that the Senate pass it with changes (amendment 2569). The committee's amendment (2569) was adopted on a voice vote on January 7, 2004, changing the text of the bill. On January 7, 2004 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On January 7, 2004 the Senate voted to pass it. It crossed to the House on January 15, 2004 and was referred to the House Judiciary committee. The committee held a public hearing on April 6, 2004. The committee held work sessions on April 8, 2004 and April 13, 2004. The majority of the committee recommended that the House pass it with changes by a vote of 11–4. The committee's amendment (1192) was adopted on a roll call 204–139 on May 6, 2004, changing the text of the bill. A floor amendment (1482), offered by Rep Hopper, was adopted on a voice vote on May 6, 2004, changing the text of the bill. On May 6, 2004 the House voted to pass it with changes on a voice vote. On May 6, 2004 the Senate voted to reject the other chamber's changes, on a motion by Sen. Peterson. On May 13, 2004 the House adopted “House Acceded to req for Conf Comm” on a voice vote. A committee of conference met on May 18, 2004 to try to settle the differences between the two chambers' versions of the bill. On May 25, 2004 the House adopted “Conf Comm Report” on a voice vote. On May 25, 2004 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on May 25, 2004 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1697) was adopted to correct technical errors found after passage. The governor signed it on June 15, 2004, making it Chapter 252 of the session laws. It took effect on January 1, 2005.
