The majority of the committee recommended that the House pass it with changes unanimously, 18–0, and the report was placed on the consent calendar. On January 7, 2004 the House voted to pass it with changes, then referred it on to the House Finance committee. The committee held a public hearing on January 14, 2004. The committee held work sessions on January 20, 2004 and February 10, 2004. The majority of the committee recommended that the House study it after the session ends unanimously, 19–0, and the report was placed on the consent calendar. On March 17, 2004 the House voted to study it after the session ends. The committee held a work session on May 11, 2004.
