The majority of the committee recommended that the House pass it with changes unanimously, 13–0, and the report was placed on the consent calendar. On January 7, 2004 the House voted to pass it with changes, then referred it on to the House Finance committee. The committee held a public hearing on January 14, 2004. The committee held work sessions on January 28, 2004, February 4, 2004 and February 10, 2004. The majority of the committee recommended that the House pass it with changes unanimously, 20–0, and the report was placed on the consent calendar. On March 11, 2004 the House voted to pass it with changes. It crossed to the Senate on March 11, 2004 and was referred to the Senate Insurance committee. The committee held a public hearing on March 23, 2004. The committee recommended that the Senate pass it with changes (amendment 1157). On April 22, 2004 the Senate voted to lay it on the table on a voice vote. On May 6, 2004 the Senate adopted “Remove From Table” on a voice vote. The committee's amendment (1157) was adopted on a voice vote on May 6, 2004, changing the text of the bill. A floor amendment (1534), offered by Sen. Roberge, was adopted on May 6, 2004, changing the text of the bill. On May 6, 2004 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 6, 2004 the Senate voted to pass it. On May 13, 2004 the House voted to reject the other chamber's changes on a voice vote. On May 13, 2004 the Senate adopted “Accede to House Request for C of C”, on a motion by Sen. Flanders. A committee of conference met on May 18, 2004 to try to settle the differences between the two chambers' versions of the bill. On May 25, 2004 the Senate adopted “Conference Committee Report” on a voice vote. On May 25, 2004 the House adopted “Conf Comm Report” on a voice vote.
