The Story
It was introduced on January 8, 2003 and referred to the House State-Federal Relations and Veterans Affairs committee. The committee held public hearings on January 21, 2003 and March 4, 2003. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held a work session on June 10, 2003. The majority of the committee recommended that the House pass it by a vote of 11–1, and the report was placed on the consent calendar. On January 7, 2004 the House voted to pass it. On March 11, 2004 the House voted to agree to the other chamber's changes on a voice vote.
