HB 520-FN (2004)
relative to maintaining records of greyhounds used in pari-mutuel racing.
- Status: Veto overridden, became law
- Term: 2003-2004
- House committee: Environment and Agriculture
- Senate committee: Ways and Means
- Subject: Gambling
- Chapter law: 261
The Story
It was introduced on January 9, 2003 and referred to the House Environment and Agriculture committee. The committee held a public hearing on February 5, 2003. The committee held a work session on March 5, 2003. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on September 24, 2003 and October 29, 2003. The majority of the committee recommended that the House kill it by a vote of 12–5. On January 15, 2004 the House rejected a motion to kill it. On January 15, 2004 the House voted to pass it on a roll call 186–149. It crossed to the Senate on January 29, 2004 and was referred to the Senate Ways and Means committee. The committee held a public hearing on March 10, 2004. The committee recommended that the Senate kill it. On March 17, 2004 the Senate rejected a motion to kill it on a roll call 9–14. A floor amendment (0884), offered by Sen. Roberge, was adopted on a roll call 17–6 on March 17, 2004, changing the text of the bill. On March 17, 2004 the Senate voted to pass it with changes on a roll call 14–9 and ordered it to a third reading. On March 17, 2004 the Senate voted to pass it. On April 15, 2004 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on April 29, 2004 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1347) was adopted to correct technical errors found after passage. The bill was enrolled on May 6, 2004 — the final check of the text before it goes to the governor. The governor vetoed it on May 17, 2004. The legislature can override a veto with a two-thirds vote in both chambers. On June 17, 2004 the House voted 290–52 to override the governor's veto on a roll call, meeting the two thirds threshold. On June 17, 2004 the Senate voted 18–6 to override the governor's veto on a roll call, meeting the two thirds threshold. It became law over the governor's veto on June 17, 2004, as Chapter 261. The governor had vetoed it, and the House and the Senate each overrode the veto by a two-thirds vote, which under Part II, Article 44 of the state constitution makes it law without the governor's signature.
