HB 503 (2004)
relative to septic system construction permits.
- Status: Vetoed, override failed
- Term: 2003-2004
- House committee: Environment and Agriculture
- Senate committee: Environment
- Subject: Environment - Administration
The Story
It was introduced on January 9, 2003 and referred to the House Environment and Agriculture committee. The committee held a public hearing on February 4, 2003. The committee held work sessions on February 19, 2003 and March 4, 2003. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on April 29, 2003, May 6, 2003, May 27, 2003 and June 17, 2003. The majority of the committee recommended that the House pass it with changes unanimously, 12–0, and the report was placed on the consent calendar. On January 7, 2004 the House voted to pass it with changes. It crossed to the Senate on January 29, 2004 and was referred to the Senate Environment committee. The committee held a public hearing on March 3, 2004. The committee recommended that the Senate pass it. On March 11, 2004 the Senate voted to lay it on the table on a voice vote. On April 1, 2004 the Senate adopted “Remove From Table” on a voice vote. On April 1, 2004 the Senate voted to pass it on a roll call 16–7 and ordered it to a third reading. On April 1, 2004 the Senate voted to pass it. The bill was enrolled on April 15, 2004 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1113) was adopted to correct technical errors found after passage. The governor vetoed it on April 26, 2004. The legislature can override a veto with a two-thirds vote in both chambers. On June 17, 2004 the House voted 247–88 to override the governor's veto on a roll call, meeting the two thirds threshold. On June 17, 2004 the Senate voted 13–11 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
