The committee's amendment (2480) was adopted on a voice vote on January 22, 2004, changing the text of the bill. A floor amendment (2551), offered by Reps Phinizy & P Allen, was rejected on a division vote 139–181 on January 22, 2004. On January 22, 2004 the House voted to pass it with changes on a roll call 206–114. It crossed to the Senate on January 29, 2004 and was referred to the Senate Interstate Cooperation committee. The committee held a public hearing on March 31, 2004. The committee recommended that the Senate kill it. On April 22, 2004 the Senate voted to kill it on a roll call 15–6.
