The Story
It was introduced on January 9, 2003 and referred to the House Transportation committee. The committee held a public hearing on January 28, 2003. On January 29, 2004 the House rejected a motion to pass it with changes on a roll call 162–166. On January 29, 2004 the House voted to kill it on a roll call 169–159. On February 5, 2004 the House rejected a motion to lay it on the table on a division vote 153–179. On February 5, 2004 the House failed “Reconsideration” on a roll call 160–175.
