The Story

It was introduced on January 9, 2003 and referred to the House Election Law committee. The committee held a public hearing on January 29, 2003. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on May 13, 2003, September 10, 2003, September 24, 2003, October 8, 2003, October 22, 2003 and October 30, 2003. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 10–4. The committee's amendment (2458) was adopted on a voice vote on January 15, 2004, changing the text of the bill. A floor amendment (0101), offered by Rep Buckley, was rejected on a voice vote on January 15, 2004. It crossed to the Senate on April 1, 2004 and was referred to the Senate Internal Affairs committee. The committee held a public hearing on April 21, 2004. The committee recommended that the Senate pass it with changes (amendment 1428). The committee's amendment (1428) was adopted on a roll call 17–7 on May 6, 2004, changing the text of the bill. A floor amendment (1433), offered by Sen. Boyce, was adopted on a voice vote on May 6, 2004, changing the text of the bill. On May 6, 2004 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 6, 2004 the Senate voted to pass it. On May 13, 2004 the House voted to agree to the other chamber's changes on a division vote 193–120. The bill was enrolled on May 20, 2004 — the final check of the text before it goes to the governor. The governor signed it on May 28, 2004, making it Chapter 178 of the session laws. It took effect on May 28, 2004.
