HB 243 (2004)

relative to motor vehicle exhaust noise standards.

  • Status: Became law unsigned
  • Term: 2003-2004
  • House committee: Transportation
  • Senate committee: Transportation
  • Subject: Motor Vehicles
  • Chapter law: 259

The Story

It was introduced on January 9, 2003 and referred to the House Transportation committee. The committee held a public hearing on January 28, 2003. The committee retained the bill, holding it for further work rather than reporting it out this year. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 8–7. On January 22, 2004 the House adopted “Special Order to Jan 29, without objection”. On January 29, 2004 the House voted to pass it with changes on a voice vote. It crossed to the Senate on January 29, 2004 and was referred to the Senate Transportation committee. The committee held a public hearing on February 18, 2004. The committee recommended that the Senate pass it with changes (amendment 1110). The committee's amendment (1110) was adopted on a voice vote on April 15, 2004, changing the text of the bill. On April 15, 2004 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 15, 2004 the Senate voted to pass it. On April 22, 2004 the House voted to reject the other chamber's changes. On May 6, 2004 the Senate adopted “Accede to House Request for Committee of Conference”, on a motion by Sen. Kenney. A committee of conference met on May 18, 2004 to try to settle the differences between the two chambers' versions of the bill. On May 25, 2004 the Senate voted to pass it. On May 25, 2004 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on May 25, 2004 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1684) was adopted to correct technical errors found after passage. It became law without the governor's signature on June 16, 2004, as Chapter 259. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
