It crossed to the Senate on March 4, 2004 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 24, 2004. The committee recommended that the Senate pass it with changes (amendment 1002). The committee's amendment (1002) was adopted on a voice vote on April 8, 2004, changing the text of the bill. A floor amendment (1104), offered by Sen. D'Allesandro, was rejected on April 8, 2004. On April 8, 2004 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading.
