The Story
It was introduced on September 4, 2003 and referred to the House Resources, Recreation and Development committee. The committee held a public hearing on January 14, 2004. The committee held a work session on January 28, 2004. The majority recommended that the House kill it, and the minority recommended that the House pass it with changes, by a vote of 9–5. On February 19, 2004 the House voted to kill it on a voice vote.
