The Story
It was introduced on September 4, 2003 and referred to the House Ways and Means committee. The committee held a public hearing on January 14, 2004. The majority of the committee recommended that the House pass it with changes unanimously, 14–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on February 5, 2004. The committee's amendment (0243) was rejected on a voice vote on February 5, 2004. A floor amendment (0268), offered by Rep V Clark, was adopted on a voice vote on February 5, 2004, changing the text of the bill. On February 5, 2004 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 12, 2004 and was referred to the Senate Education committee. The committee held a public hearing on April 7, 2004. The committee recommended that the Senate pass it with changes (amendment 1457). The committee's amendment (1457) was adopted on a voice vote on May 6, 2004, changing the text of the bill. On May 6, 2004 the Senate took up 5 floor amendments. It adopted 1509 (Sen. O'Hearn), 1495 (Sen. O'Hearn) and 1527 (Sen. Larsen), and rejected 1518 (Sen. Larsen) and 1533 (Sen. Estabrook, 10–13). On May 6, 2004 the Senate voted to pass it. On May 13, 2004 the House voted to reject the other chamber's changes on a voice vote. On May 13, 2004 the Senate adopted “Accede to House Request for C of C”, on a motion by Sen. O'Hearn. A committee of conference met on May 17, 2004 to try to settle the differences between the two chambers' versions of the bill. On May 25, 2004 the Senate adopted “Conference Committee Report” on a voice vote. On May 25, 2004 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on May 25, 2004 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1699) was adopted to correct technical errors found after passage. The governor signed it on June 15, 2004, making it Chapter 244 of the session laws. It took effect on June 15, 2004.
