The Story
It was introduced on September 4, 2003 and referred to the House Commerce committee. The committee held a public hearing on January 20, 2004. The committee held work sessions on February 3, 2004 and February 17, 2004. The majority of the committee recommended that the House kill it by a vote of 11–1, and the report was placed on the consent calendar. On March 11, 2004 the House voted to kill it.
