The Story

It was introduced on January 30, 2003 and referred to the Senate Public Affairs committee. The committee held a public hearing on February 12, 2003. The committee recommended that the Senate pass it with changes (amendment 0535). The committee's amendment (0535) was adopted on a roll call 22–0 on March 13, 2003, changing the text of the bill. A floor amendment (0651), offered by Sen. Green, was adopted on a voice vote on March 13, 2003, changing the text of the bill. On March 13, 2003 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On March 13, 2003 the Senate voted to pass it. It crossed to the House on March 13, 2003 and was referred to the House Commerce committee. The committee held a public hearing on April 8, 2003. The committee held work sessions on April 22, 2003 and April 29, 2003. The majority of the committee recommended that the House pass it with changes by a vote of 13–2. On May 15, 2003 the House voted to pass it with changes on a voice vote. On May 29, 2003 the Senate adopted “Request Committee of Conference” on a voice vote. On June 5, 2003 the House adopted “House Acceded to req for Conf Comm” on a voice vote. A committee of conference met on June 10, 2003 and June 17, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the House adopted “Conf Comm Report” on a voice vote. On June 24, 2003 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 30, 2003 — the final check of the text before it goes to the governor. The governor signed it on July 18, 2003, making it Chapter 303 of the session laws. It took effect on August 1, 2003.
