The Story

It was introduced on January 30, 2003 and referred to the Senate Banks committee. The committee held a public hearing on February 18, 2003. The committee recommended that the Senate pass it with changes (amendment 0997). The committee's amendment (0997) was adopted on a voice vote on April 3, 2003, changing the text of the bill. On April 3, 2003 the Senate voted to pass it with changes on a voice vote. On April 3, 2003 the Senate voted to pass it. It crossed to the House and was referred to the House Commerce committee. The committee held a public hearing on April 16, 2003. The committee held work sessions on April 29, 2003, May 6, 2003 and May 7, 2003. The majority of the committee recommended that the House pass it with changes unanimously, 15–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 15, 2003. On May 15, 2003 the House voted to pass it with changes on a roll call 171–109. On May 29, 2003 the Senate adopted “Requests C of C” on a voice vote. On June 5, 2003 the House adopted “House Acceded to req for Conf Comm” on a voice vote. A committee of conference met on June 12, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the House adopted “Conf Comm Report”. On June 24, 2003 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 30, 2003 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2315) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 21, 2003, making it Chapter 308 of the session laws. It took effect on July 21, 2003.
