The Story

It was introduced on January 30, 2003 and referred to the Senate Environment committee. The committee held a public hearing on February 12, 2003. The committee recommended that the Senate pass it. On March 13, 2003 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 1063). On April 3, 2003 the Senate voted to lay it on the table on a voice vote. On April 10, 2003 the Senate adopted “Remove From Table” on a voice vote. A floor amendment (1225), offered by Sen. Green, was adopted on a voice vote on April 10, 2003, changing the text of the bill. On April 10, 2003 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 10, 2003 the Senate voted to pass it. It crossed to the House on April 10, 2003 and was referred to the House Resources, Recreation and Development committee. The committee held a public hearing on May 7, 2003. The majority of the committee recommended that the House pass it with changes by a vote of 11–2. On May 29, 2003 the House voted to pass it with changes on a voice vote. On June 5, 2003 the Senate adopted “Sen. Johnson Non Concur With House Amendment Requests Committee Of Conference” on a voice vote. On June 5, 2003 the House adopted “House Acceded to req for Conf Comm”. A committee of conference met on June 16, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the House adopted “Conf Comm Report”. On June 24, 2003 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 30, 2003 — the final check of the text before it goes to the governor. The governor signed it on July 7, 2003, making it Chapter 236 of the session laws. It took effect on July 7, 2003.
